That makes sense! Perhaps that's why some friends of mine here have had fast processing in London and Singapore as well. Not sure what the South African visa office is doing right now. I know they're open, and we don't have any restrictions on numbers of people in the workplace, although I guess CA could override that if they wanted to. We have the High Commission of Canada here, as well as VFS.It's mainly regional, so Accra most of the time will be processing people in the surrounding region given that's where they would have to send their passports for COPR and PR visa. That's not to say there aren't exceptions especially now with covid and not all VOs being open, they could be processing for applicants situated in other parts of the world as well. But generally that's how it works, because they will do the final review and finalise applications, and then send out the PPR e-mails. Then the local VFS office will send them the passports once they've been submitted by the applicants. It may be that Accra has extra capacity so they are delegating more applications because of that.
Logistically, it makes sense for the VO closest to you to conduct your final review and process your COPR and PR visa.

South Africa's catchment area includes most of Southern Africa, so they could be waiting for approval for some foreign applicants as well which they know will be coming for final review and PPR soon.
