Congratulations. PPR raining despite Corona Virus.
I wonder what determines the transfers to local visa offices. The IRCC agent I spoke to said it was likely mine would go to the South African VO when it finalized, since that's where I'd have to send my passport.

But I wonder why some go earlier, and are processed overseas. Like look at all these Accra ones processing so fast. And then in comparison, some other apps sit in Ottawa VO and aren't touched for months.

It's mainly regional, so Accra most of the time will be processing people in the surrounding region given that's where they would have to send their passports for COPR and PR visa. That's not to say there aren't exceptions especially now with covid and not all VOs being open, they could be processing for applicants situated in other parts of the world as well. But generally that's how it works, because they will do the final review and finalise applications, and then send out the PPR e-mails. Then the local VFS office will send them the passports once they've been submitted by the applicants. It may be that Accra has extra capacity so they are delegating more applications because of that.

Logistically, it makes sense for the VO closest to you to conduct your final review and process your COPR and PR visa.

That makes sense! Perhaps that's why some friends of mine here have had fast processing in London and Singapore as well. Not sure what the South African visa office is doing right now. I know they're open, and we don't have any restrictions on numbers of people in the workplace, although I guess CA could override that if they wanted to. We have the High Commission of Canada here, as well as VFS.

It depends on when your main VO finishes everything and sends it over to your local VO as well. Local VOs also have a tendency to stockpile approved applications and send PPR e-mails in batches, maybe they are waiting for that too.

South Africa's catchment area includes most of Southern Africa, so they could be waiting for approval for some foreign applicants as well which they know will be coming for final review and PPR soon.

That's a good point. :) I wonder if we process fully on behalf of any neighboring countries.

Question, when you say "spoke to", do you mean calling IRCC in Canada thru IDD? Or something else?

Capacity. When officers initiate file transfers, they are asked to specifically consider the the implications that would have on the receiving office, especially in situations where they are batch transferring multiple files. In short, an officer looking to transfer a file/ files has to:
  • Check the transfer won't affect program integrity
  • Inform the receiving office of the transfer
  • Confirm that they have the capacity to handle the increased, incoming workload
If the above can't be met, then the file would be parked until such a time as when it can be successfully transferred.

My partner is Canadian and I've authorized her numerous times in the past to contact IRCC on my behalf or alongside me. :)
