sorry about my ignorance.
But the time that it takes to get a PPR depends on the VO that is near the place you apply?
I'm from Argentina, how do I know which one is my VO, and the times? of course, I didn't apply yet. I have the score, but I'm waiting until FSW draws start again.

It can’t be controlled completely, but most people get allocated to a VO near their place of residence or to a Canadian VO. The allocation between local and Canadian VO seems to depend on workload. Since the pandemic started, Accra VO seems to be very efficient. Most September AORs have already got PPRs and now some October AORs also. On the other hand, Ottawa VO is still processing June/July AORs.

I lived in Canada with a working holiday visa in 2017 (International Experience Canada), and while completing the express entry profile, is asking me if I have a UCI. I'm not sure if I should leave that blank or if I should put my old UCI.

Just put your old UCI, they will determine if they will continue using your old one or give you a new one for your application.

Wow a lot PPR rained today from Accra visa office. October AORs, three months time line is so fast.
Congrats! That is super quick and quite insane given the pandemic. Accra VO in the past has been notorious for being super slow. May be no FSW draws have reduced their workload or may be they are just more efficient now. In any case, good news for folks who have files in Accra. 3 months was a rarity even in pre pandemic days and only people in Ottawa VO would get PPR in in 3-4 months.
