I had the exact same experience as you during the summer. Missed the first All program EE draw due to tie breaker, and missed in the same way as you the OINP tech draw, at 478. At this point, nobody knew if and when they were going to perform another All program draw, so it was pretty frustrating. I ended up getting a federal ITA after a month.I was really counting on OINP draw. I'm at 469.
No luck in EE draw, because of tie breaking rule.

PCC in India is also the same, I think the police verification mainly happens to verify the address that is mentioned in the passport is same as your current adress.
