I remember reading it as a mandate. If it wasn't required I don't think they would've bothered adding the French score boost.

Also, the last time the score was at 478, the progression was as follows:
Jul 8 - 476
Aug 5 - 476
Sep 2 - 475
Sep 16 - 472
Sep 30 - 471
Oct 14 - 471

So consistent FSW draws from Sep 2nd to Oct 14th brought the score down quite a bit. This would've been lower but in July and August, they were alternating between FSW and CEC. If they do 5 or 6 FSW draws, the score should come down to 470 or below.

The surprise draw today was good news.
Also 478 is not bad, I expected even higher. Funny that 478 was also the number after ~4 months of no FSW draws this summer.

If they are gonna draw, nothing can stop them. This one happened on Thursday. If there's no draw, it's because there's no draw.

How are you deducing there were only 500 between 478-480?

See the table from IRCC, ppl with 480+ were around 3900, with 4500 invitations issued in total which makes 478-480 ~ 500

The new draw brings the total number of ITAs issued in 2020 to 87,350, i wonder if they can still do 3/4 more draws with 4500 ITA this year again ? Can they really exceed 100k ITA ?

I've a similar doubt, plus this is the first time in last 5 years they are already such close with the set target and new draw will make it above the set target.

Draw projection: 472-473 for 11/11 and 475 for 11/18.

Also on an average, around 100-120 new people are added every day with score 470+

I would say 2017 and 2018 have been the best year for EE process. Just randomly checked Immitracker and found that most people have got PPRs in less than 100 days at that time. After that, the average days were mostly above 100, and in 2020 it has got even worse average PPR days are above 200 for most people. And with the long wait for the draws to happen, the uncertainty that exists behind the whole process I'm not sure why IRCC's "Express" entry system is no more "Express". I don't think Covid is the only reason for all this. Just thinking out loud!

It's Covid. What else could it be? The new speech and 2021-2023 policy unveiled has shown they are still fully committed to admitting people into the country. To be fair to them, they have really tried so much this year to balance these things up, cuz 2020 has been a very difficult year for all. They even increased the number of invites gradually from 3900 to 4500.
