Yes, that's allowed. For retaining PR status you need be within Canada for 2 years out of every 5 year period (PR Card validity duration).

i submitted my profile last year and recently realised that i have to tick on ontario or any where in canada option to be eligible for OINP
and so did it. my score is 439, any chance of i am being eligible. i have not get any email today, yet..

Your profile creation date should have been between January 1, 2018 to February 8, 2018 at 4PM EST for you to get the NOI from OINP.
As always they pick recently created profiles.

My IELTS scores are L:8, R:8.5, W:7.5, S:7.5 with CRS of 420. If I perk up my score to the max CLB 10, how many additional points can I get? Appreciate your feedback.

You already have CLB 10 or more in all the modules except the Listening module. So if you get 8.5 in Listening, your score could increase by 3.

I received NOI on 29th June and submitted the application on 14th November. Approved on 13th feb.

Did you improve your CRS to 438 after Oct 18th?

Highly unlikely, but if it happens today CRS cut off would go below 440 after almost 3 months and might be around 438.

Now I just got informed that OINP happened this week inviting 435 to 441 people whose profiles were created from Jan 1st.

As I wanna make sure that I can be invited as earliesr either from Ontario or federal government, I am wondering if I should recreate my profile to make it newest.

My NOC is 0113 purchasing manager.
Is OINP selective about NOC category?
What criteria are they looking for in potential candidates?

yes recreate profile if you want to be in the OINP selection pool.. currently they are not mentioning it is NOC specific..

Yes, OINP issues NOIs to newly created profiles. With CRS 439, you may not want to recreate and maybe get affected by the tie breaker rule. So you have to take a call whether to recreate or not.

Interestingly, CRS 439 was the cut off when the 1st tie breaker was implemented!

You just said that OINP HCP is not NOC specific. but as far my understanding they are issuing nominations only to a specific NOC categories (mainly related to IT). Please correct me if I am wrong and can you please quote the source of this information. It would be helpful.
