There's still time. I believe there was one draw that wasn't posted until around 11:00 AM EST. It's only 9:30 AM EST now.

Sometimes the draw takes place on the immediate Friday if not on the expected Wednesday..

I wouldn't be surprised if there won't be a draw today as the number of applicants below 483 would be significantly higher than they would like in their pool, they might just wait. [I'm just guessing] ... any news on the changes to the system that were supposed to be in fall?

No draw today. May be they are changing back to Friday draws. And they better have a good reason to do it. Like 2000 ITSs.

Or maybe they don't have sufficient number of people (~1,500 people) above CRS score 482 so they are waiting for that number to rise before drawing again, in which case there is no hope for us below 482, ever...

Yep, it is. People are impatient and quick to dismiss the notion there may be a draw if it isn't posted first thing in the morning. :
