Question PR sponsor for wife and children

I am Canadian citizen and will be sponsoring my soon to be wife and her 3 children for PR in Canada.

She is here in Canada on work Visa and her children are in the Philippines.

Is it possible to get her children her on a visitor visa while waiting the PR ?

We will be applying Inland so she can get her OWP sooner

Also is it true she can't leave Canada until her PR is granted.

You can ask for a visa for her children, but I'm guess there is a good chance it will be refused. From what I remember, many wives and husbans applying for PR from the Philippines ask for visas and seldom get them. I'm not sure about the kids.

Outland application (you can be in or out of Canada for this) is 55 days (sponsor approval) + 17 months applicant approval in Manila. The 17 months is for 80% of applications. The average application is faster (probably around 12 months?).

Inland application is 16 months for stage 1 (never less), at which point you can get an OWP, and then 10 months to complete the other step (might be less). With an inland application, if you leave Canada and get denied when you try to return, the whole thing is cancelled.

If there is a chance, she would want to leave the country during those 26 months, and inland application is a bad idea. Also, there is a pretty good chance of getting a full PR in less than the 16 months of the initial inland stage, so I don't think I'd do an inland application in your case.

When does her work visa expire? There are outland applications out of Manila still being processed in 9 months. With inland, YES you are not supposed to leave Canada during processing.

Her work permit dosnt expire untill May 2016. I live in Bc She is working in Alberta. We are wanting to get married and live together befor her work permit expires say in Oct. Then she would move with me and wait her OWP. I dont think CIC would be to impressed with being married but not living together while pr is in process.

It seems like outland is best for you. It doesn't offer a work permit but given that May 2016 is 10 months away, your application could be processed by then (with maybe a couple extra months of waiting unemployed). Applying inland it's highly recommended not to travel because being denied at the border causes the application to be thrown away. Inland also sounds like a 2 year long process (given what was mentioned earlier). Would it be possible to apply for a work permit extension for her when it gets somewhat near to its expiry?

The problem is she works in Alberta and I own a business in BC so getting married but not being able to live together while applying for the pr would not look good to CIC the would look at it as fraud I am sure.

While it does seem suspicious, they won't necessarily look on it as fraud. As long as you have a good explanation for why you have to be looking apart and you have other indications of being a genuine married couple, it shouldn't be a barrier. I do agree, though, that it will cast doubt.
