Do you have a source for the 2013 figure? I'm looking at a report that in 2013 - March 2014, the number of applications was capped at 20 000 (decision announced August 2013) to start to reduce the backlog. There is no mention of the number received.

2015: 6300
2014: 6500
2013: 20000
2012: it was a special year they divided in 3 groups. Group 1 basically PEQ and job offer no cap limit, group 2 regular QSW with at least 6 points for AOT 14300 Caps, and group 3 an QSW with no points in AOT couldn't apply.
2011: no cap limit

I think it should have letterhead. You really need to procure the document according to their requirement. Just to confirm: you sent that document before, and now they are requesting you to send it again, but this time, with their required format, right? If you fail to follow their required format, they really have solid reason to turn you down: it's written there, and i've seen this happen to people before. Of course you might be lucky to have a lenient officer... but that's just betting. So try your best to get one with letter head.

does anybody know from where i can certify the copy of my date of birth certificate in india, it's written in the form that it must be certify from the "national, regional or municipal authority in your country of birth". Who can certify that?

Get it attested from the notary advocate/notary authority and it will work , i have also sent the same.
