Means they have opened ur file . N file is opened once your file is complete. But they might need u to update documents if needed, before csq or interview call. Hope that helped.

Letter issue date will be the start date of time period in all the situations (i.e. document request, french language improvement etc).
and only selected people will get this letter not everyone as referred to NPI-3.

Thanks javeedislam, regarding NPI-3, I have B1 in french listening and speaking according to TCFQ test. Secondly, I have 46 marks without french and I am single and I applied before 1st August, 2013. Do you think I am eligible for 18 months grace period to improve french? Did you also get the letter of grace period? Can you please confirm it is from the date of issue of letter?

Dear Quebec8899,
countdown start from the date of issue of the letter it is confirm as per GPI-3 even they mention start time in letter too.

Well! I received a letter to update missing documents in the month of May and i send my update in last month which received at MIDI on 3rd of August as they confirmed on a phone call. according to grace period letter i do not received.

And yes! you are eligible for the grace period according to NPI3

I send these documents already but not in proper format that was in vogue at that time. so they request to update only those documents like educational transcripts, birth certificate as well as same for the spouse.
I further update my French & English results which they didn't ask.

If they count it from the date they received then you may be safe and you may not be safe if number of applications are counted on the basis of file number given.

What date of July did you send your application?

If your spouse got minimum 6.0 in all modules of GT and 5/6 years of work experience then you guys can apply under FSW.

Can anyone in this forum answer this query ? As stated by Subash, the method of count is not clear. I did apply via Quebec, on March 2014. No response received.
