March 2011 so I want to confirm that what would be the language rule
Which will apply to me in english and french

Thank you for sharing this link, I can see it's an official link from the government of Quebec. It calls my attention that according to this document to get maximum points in English a person must score at least 6.5 in Listening and 6.5 in Speaking.

However according to this official link http://www2.publicationsduquebec.gouv.qc.ca/dynamicSearch/telecharge.php?type=7&file=GPI-3-1.pdf (please see page 40)
to get maximum points in English a person must score at least 7.5 in Listening and 6.5 in Speaking.

Which one is correct??!

If your friend has required score then your friend should ask for administrative review.
here is a possibility given on quebec immigration website
In a case of:
Refusal: If the assessment reveals that you do not meet the selection criteria, an explanatory letter is given to you. You will then have the possibility to submit a request for an administrative review.
you can ask your friend to find more details on the below link

Its better to utilise all the chances before you quit.

before it was too fast, but after the closed the visa offices aboard became so slow. I concluded the make 4000 interviews per year,

I think in future will be faster,
