Since I don't like to keep things unconcluded and leave people wondering about the what happened, just to clear things up, I live in Honduras and haven't lived in Mexico since 2004. I'll add my experience here:
I went to Monterrey myself to obtain the State Police Certificate. I don't know if this is new or gonna last but initially I was denied this due to the fact I'm from Central America and not a legal mexican resident. I had to communicate with my college and have them type up a letter explaining I was a graduate from the school and specify the period I attended. So I took this letter with my passport (in order to show I didn't enter Mexico illegally) to the Police Office in Monterrey and after waiting for some 30 minutes for their approval (I suppose they called my old college or something) I was authorized to get the State PC from them and after 2 days, it was ready. I believe I also had to get the PC from Tamaulipas but I was unable to due to the same reason I stated previously (Not a legal mexican resident) and on this case, I had no support to prove my previous residency there so I had to walk out empty handed and wrote a letter to CIC explaining the reason(s) why I was unable to obtain this.
In regards to the Federal Police Certificate, I did get instructions from CIC to obtain this. They had me go to the local Mexican Consulate and request it there. Apparently, the Consulate does not help you obtain it, they only give you the necessary documents needed at PGR to obtain it (ie, fingertips, consulate letter, signatures validating the fingertips, etc) and after that, you're on your own. So I had the local Consulate take my fingertips and write up the letter (written by the consul) addressed to the Director of PGR (the consulate knows who to address it to), once they did this, I sent my fingertips with the letter and whatever PGR requests (pictures, letter from myself with my file number from the CIC office I applied to, etc) via UPS to the Canadian Embassy in Mexico (CIC Mexico) and they get it themselves and send it to the CIC office I applied to. After sending the documents from the Mexican Consulate to CIC Mexico, I heard nothing else about it. Never had to go to DF to get it or anything.
I got a call about a week ago from CIC office processing my case to send passport and RPRF as soon as possible which I assume means I got the PR and well I wanted to share my experience with this part of the process here for future reference of other people when they get to this part of the process.
