It depends case by case. I know many people who are from Visa excempt countries and they get PPR but they dont need to send original passports, just copies.

My coworker is from a visa exempt country too but he got a PPR email. So maybe it depends on the country too. I'm from Singapore and most Singaporeans I spoke too did not need to send a copy of their passport.

You have to send a copy with your paper application so if you are visa exempt they already have it on file.
If you are not visa exempt then you have to send in the passport for stamping.
 
I remember last years RPRF was the last thing that people needed to pay because it is the landing fee and when your visa is ready you should pay but many people started to pay at the beginning and CIC starts asking for RPRF before sending MR because it is easy money, so they get all the money they need before starting reviewing your applications and therefore they don't need to speed up the process and as inland applicants you pay tax, fee for renew your permit and you can don't get anything that a new PR gets such as less tuition, free English class, .... Many people from Manitoba here are waiting from 2014 to become nominee and then federal process (more than 2 years). I think we should start questioning why we need to pay RPRF before an officer starts reviewing our case and receiving MR because according to law this fee is the last step when everything is ready for a visa. Basically, you paid everything you need to pay and there is no benefit to speed up your process even if it is going to be 4 years.

This is exactly what I said 2 month ago! RPRF is the fee for permanent residency right! Why would we pay it with at Medical Request stage? They kept sending us the "reminder email" 5 month ago about paying the right of PR fee when they were supposed to charge this fee at the very last step! Id love to hear an explanation from CIC.

WHATEVER
If you are not given PR you will get your money back. They cannot keep your money if your application is not approved. They will give you refund. CIC website states that somewhere.

I dont want money back. I want them to do their job, and finish our applications once for all.

As far as I can see, there are two months without PR, correct? In that stage, I will sign to get mine in my 15 months.

Many June applicants no PPR, Most of July applicants no PPR (only 1 or 2 radomly). Many June applicants reaching 15 months processing time now, July applicants will reach 15th months in October

I am July applicant. Reading in the forum how stucked the situation is, I am just thinking that I will be more than happy if I receive it when I reached 15months. But this is insane.
