I remember last years RPRF was the last thing that people needed to pay because it is the landing fee and when your visa is ready you should pay but many people started to pay at the beginning and CIC starts asking for RPRF before sending MR because it is easy money, so they get all the money they need before starting reviewing your applications and therefore they don't need to speed up the process and as inland applicants you pay tax, fee for renew your permit and you can don't get anything that a new PR gets such as less tuition, free English class, .... Many people from Manitoba here are waiting from 2014 to become nominee and then federal process (more than 2 years). I think we should start questioning why we need to pay RPRF before an officer starts reviewing our case and receiving MR because according to law this fee is the last step when everything is ready for a visa. Basically, you paid everything you need to pay and there is no benefit to speed up your process even if it is going to be 4 years.
