I sent my passport this morning, hopefully I will get it back soon. This is just my sharing, maybe it will help you guys. From what I've seen and been through, you should request GCMS more frequent, every time you receive a result, request a new one. It might has the same result every time and 1 month delay but I think it will notice CIC officer in case your application was hidden or forgotten and it's only 5 bucks.
The most time consuming of the whole process is "criminal checking", and basically it isn't processed by CIC but by another agency (I think csis canada), RCMP will be security check and RCMP will be fast if you don't have any problem with RCMP. If you have lived more than 6 months in more than 1 country (Except your home country and Canada) or you travel a lot, it will impact your processing time. If you have dependents and your dependents have lived more than 6 months in more than 1 country, it will impact your processing time. It involves a lot of thing in criminal checking, like your relation ship in their database (Ex: they will check if you have ever contacted or have any relationship with any known criminal in their database). They will double check your PCCs so I think although you provided all the PCCs, they still re-evaluate it again.
