You do not IELTS if you are A or B. I applied as NOC A and did not need IELTS.

The complete extract is as follows:

Starting July 1, 2012, most Provincial Nominee Program (PNP) applicants for semi- and low-skilled occupations that fall under National Occupational Classification (NOC) Skill Levels C and D are required to complete a language proficiency test from one of the following designated agencies:

IELTS (General Training test only)
CELPIP (General test only)
TEF

You must include a copy of your language test results with your application to CIC.

I was nominated under OPNP. I just went to the Rainbow Bridge border to get the BOWP and I got it on the spot! I got it with an expired PNP certificate and without an AoR for PR application.
