Send it to where you sent the AOR/MR, add a coverletter that you didn't submit the PCC and you are submitting it now. Also add your complete name, client ID and File n o (If you have it), in the CL

Also attach photocopy of AOR/MR request with it, basically you are trying to send them a document and your want them to put it in the same file where your other docs are

Make sure you are very specific, clear, polite and concise in the CL
 
Becareful !!
There are many people who sent the PCC and got request for the submission of PCC again after a while.
If you wanna send, then write a cover letter with your file number and client ID. Send the scanned copy via email and also send the original file to your visa office which has been mentioned in your AOR.
But! If I were you, I would prepare another PCC, just in case they ask once more later.

yeah.......thanks for your replay.............but i dont know were is my file now is it in CIO or in Ottawa?.............thats y am bit confused.......were to send ?........i have only one PCC

PCC is valid for I believe 6 months only. Wait for there request and submit it later, Be advised, it will delay processing your application, delay could be of 1 week or 3 months nobody knows

I would recommed to wait for PCC request since you are not sure where your file is and yes as Samlogani mentioned its valid for 6 months...

whats is your nationality .... my friend just god his PPR and he is from India and he applied last november, hos file went into process may 13 2013, may be this delay related to nationality? because its ridiculous because it doesnt make any sense that people applied 17 months ago and they didnt get any thing yet and other people applied 7 months ago and they got it already, i can you tell you guys that my whole future relies on getting my PPR before mid of july :S >:(

I'm from brazil. Don't know how that would slow down my application considering diplomatic relations not history of terrorism etcc. I don't think is nationality I think they are trying to look efficient lowering the timeline by doing this bulshit with later applicants.
