Thank you for response ! I totally agree with your message, So the question is do I need to get a LIMA from my employer now? if so Iam in a contract position now and I dont think they will do it for me.
If you want the 600 points, yes.

Yes, that is if you want to claim the 600 points for a valid job offer. Also, remember that there is no charge for applying to LMIA for your employer, so that might be a motivation for them. In any case, if you have more than 400/450 points without a valid job offer, then you still stand a good chance of getting an invitation.

I get the impression that it's supposed to be. It's now highly competitive rather than being just a "rubber stamp" on a correctly filled out application. I suspect that this is to reduce the number of doctors and dentists driving cabs.

Best would be to wait for CIC to clarify. For now, I submitted my profile given NO to job offer question though I've been working full-time since DEC2013 assuming they mean an assessed offer. I'll update my profile once more information published.

I am in the same situation. I have a job offer but not LMIA approved ( as of yet ). I have to select no job offer right? and I can update later whenever I get a positive LMIA.

So you have submitted your profile saying you do not have a job offer.

My question is that did you have to make a Job bank account as well and do the same steps as every FSW guy is doing??

Yes, I answered NO for now to submit my profile (since there's no NOC code written on my permit) but I think CIC will clarify the issue in coming weeks. To be honest, I don't have any plan to do the assessment and I think it's legally complicated. I may look into the nomination option if I cannot get an invitation by March.

Federal Skilled Workers and Canadian Experience Class
A valid job offer has to be:

for continuous, paid, full-time work (at least 30 hours a week),
for work that is permanent and not seasonal,
skill type 0, or skill levels A or B of the 2011 National Occupational Classification (NOC)
and either:

the employer making you the job offer must have a positive Labour Market Impact Assessment from Employment and Social Development Canada OR
you are currently working in Canada in a NOC 0, A or B job on a work permit that was issued based on a Labour Market Impact Assessment, and
you are working for an employer listed on your work permit,
you are authorized to work in Canada on the day you apply for a permanent resident visa, and when the visa is issued, and
your current employer made you an offer to give you a full-time job if you are accepted as a permanent resident.
In other words, your job offer is valid, whether you are working in Canada or not, if your current or prospective employer:

has made an offer to give you a full-time job for at least one year if you are accepted as a permanent resident, and
has a positive Labour Market Impact Assessment from ESDC.
The only time the employer making you the offer does not need to get a new LMIA is when you are already working for them with a work permit that is based on an LMIA.

No. You MUST have an LMIA for it to count.

If you are working in Canada for more than 1 year with an LMIA exempt WP with valid NOC, I understand you will not get 600 points for valid job offer but does it mean that you will not get Canadian work-ex points under core and skill transferability factors as well ? or you will get those points....

Yes, me and my wife are on the same boat, job offer with PGWP working in Canada, but without a LMIA, I think we all the international students must starts to send the letter to the CIC as soon as possible and complain about this, maybe we can get a better solution, and make the way easiest its true we spent a lot of money in this country, paying taxes, etc etc, and our way is always harder than people as the refugees for example, they have everyting easy here in Canada!!! we must start to send our complain letters...
