I feel both sad and outraged at your situation. Its ridiculous on the part of CIC to take such a long time to work on your application only to return a negative decision. I am not sure how I could help, but you can try these steps:
1. Get a copy of the physical file to make sure what comments they had on your file.
2. Get 2nd opinion from local doctors and get their views on your father's condition.
3. Send these to the minister or your local MP and stress why you want to be reunited with your father.
4. You could also try and present your case to the media and get their attention to your plight.

Other than that, we can only pray for you to be reunited with your father soon.

Today I've recieved the GCMS notes. I've made the request on September 29th by e-mail and I've received the notes today by e-mail. pretty fast, only 2 weeks.
My mother did the medicals on April 9th, and the doctor asked her to do some extra heart and respiration tests. I think everything arrived in London sometime in May.
I've seen a note that on june 29th an officer asked for "furtherance request". A document was generated but nothing was sent via mail/e-mail. It has also a due date October 27th for this action.
Anyone any idea what might be?
The medical status is : "In progress" according to GCMS notes.

Hi,
What is your medical status in e-cas? Does it show medicals received? Or nothing about medicals?
 
The e-cas still says "application received" and the date when was received.
No other indications about medicals or in progress.

Hi Taking4eva: In my case, I got a sponsorship approval letter via e-mail exactly one week after the e-Cas changed from two lines to one line. At the same time I was able to log in into my parent's E-cas (before the search would turn nothing.) So I am thinking it is a good sign and CIC is working on your file.

i had very similar records in my GCMS notes - it was a request to do additional meds that i've never received... i ordered a physical copy of the file so it included the scan of the letter that was generated by medical office.. we printed it, brought to the doctor and did additional tests that cic requested...

Did physical copy of your file contain the scan of all the letters sent by CIC to you?

actually not...
it included everything that i sent to cic... but it did not include the old letter that i received from cic in 2008 or a letter that confirmed my sponsorship approval in Jan 2012...

in my case Furthered meant that additional medical tests were requested...

in my case waiting for the due date would not not have helped... the request for additional medicals were generated on March 15... i never received it... even if all due dates has passed... maybe it was sent to a doctor - i don't know...

So it doesn't include letters from Mississauga, but all letters from Ottawa are included, isn't it?

i did not get any letters from Ottawa... the letter for additional medicals was from medical office in London...
i only received a medical request by e-mail from Ottawa - it was not included in the notes...
if you are thinking about ordering a physical copy of the file to get the passport request letter from CIC - i'm not sure it will work...

dear Par4u...its a 4 page letter...1st page that requested for additional doccuments....and next 2 pages include what we need in medical exam & doccument checklist.....and last page is a form...that for non-accompanying dependents...
