Most likely, CIC has not updated the processing times to incorporate the new changes in their process. Based on the new quotas for this year (provided by inputs from other members on this board), you are more likely to get a visa in 12 months than in 26. Keep your hopes alive and your spirits up. 8)
 
sharmei17 applied in Oct 2009 and got request for updated docs on Dec 13. Though the wait time for Manila shows 37 months on CIC website, sharmei17 has already got request for meds, passport etc. That is Full Speed as far as Manila is concerned...

Email is optional and has nothing to do with where your file will be transferred to. We still don't know how and why some files are sent to Ottawa and some to local offices, we also don't know for sure if there is any difference in processing time in Ottawa vs local offices.

It seems that after approval of sponsorship and transfer to local visa office the applications are being processed in the order they were received originally.

For sure it is typo or Sponsorship was approve at that time.

Not really, some file were transferred to CPC-O and people are getting quick response and getting medical done as well. I don't know what will happen for those whose file is transferred at Local Visa office?? Any updates from those whose file is transferred at local visa office?

I thought so that earlier. However, it seems for cases pertaining to Philippines, the processing times are way faster than other offices.

I wrote about the cases being processed at local visa offices only. It is just a thought. How the CPC-O cases are being processed is not clear.

Target number of cases to be processed at Manila is very high as noted on the page available at link below

I had earlier based my guess at roughly half at CPC-O and half at local offices based on the data in the link (same link as yours). CPC-O would process 15000 cases whereas the rest would be 21500 cases (for a total of 36500 cases). That's roughly half. The exact criteria known so far is that, cases which require local knowledge to process the files (complicated cases with no straightforward documents or too many translations etc) would be referred to the local visa offices.

Though we have not heard about progress with files that were sent to the local offices, I seriously doubt it would matter too much if the files are processed at either location.

Yes, my app was received February 5 2008, at that time the Vienna office times were around 6-9 months. Now it's 21 months, although it's not their processing capacity rather their annual quota for parents & grantparents that determines everything. I checked some statistics and as of September 30, 2011 they only had 11 people in queue, the rest they processed. So it all depends on how many applications were forwarded to them between October 1 and now... Their quota for this year is 70 for parents, I believe.. Anyways, Good Luck and please let me know if you hear back from them. I will do likewise..
