Is there anyone whose local visa office is New Delhi, India but file transferred to CPP-Ottawa and received request for medicals and pcc.
I am trying to understand the 'reasoning' for not receiving medicals request.

Hi sponsorparents - I am also trying to find that answer, and because folks who were approved after we did have got medical email, the following reasons I can think of:

1. CPP-O is doing some initial/ prelim background check and that is taking long for us.
2. CPP-O is reviewing our applications and some applications are taking longer to read and/or review

I just have a single mother whom I wanted to sponsor. Here are some other details which might give a clue why my file was chosen to be transferred to ND and not CPP-O (these are just my guesses):
- Did not have mom's birth and marriage certificate. Instead, I provided a copy of a single affidavit stating when she was born married and how many siblings we were. I had not submitted the affidavit in original.
- I provided mum's name in English as well as in local dialect (hindi) (has anyone else done this?)
- For copy of national ID I had submitted mom's PAN card (her voter's id has wrongly spelt her last name)
I cannot think of any other reason (other than a random pick) as to why my mom's file was sent to ND.

Could it be possible that CPP-O is now starting to co-ordinate the responses along with ND? There may have been a backlash when files were processed faster at CPP-O than at ND? Perhaps they want to avoid that backlash?

i think as i remmber sponcerparents have field his form hand written, if i am right may be that could be one of the reason :'( ? my qestion to him is taht how did you got the IMM008 barcode if you fiill the form hand write.

This is exactly what I have suspected... CIC might have noticed this after processing some applications and probably started to slowed down a bit, especially for New Delhi (ND) applications. In the end ND has to issue visa and track up to what date they issued visas. If ND currently processing a 2007 applicant and out of a sudden CPP-O make 2008 applicant ready for visa then ND tracking goes awkward.

Not using a barcode would definitely delay the process. The scanned barcode automatically transfers the data that we entered into their system. If it is absent, then CIC would manually have to enter the data (or use ocr-but that would also need someone to verify if it was done correctly).

No barcode, its not mandatory to fill the form using computer. I called CIC then asked if filling the forms using computer makes any difference, they said NO.
I suspected hand written application may take more time than computer generated and I thought that was the reason why I received response little late from CPC-M.

Agreed.. but again there is only one application(IMM0008) that generates barcode. All other applications content has to be re-entered by CIC. Also, I think preliminary data verification/validation/entering happens at CIC-M. During this process CIC-M returns the application if there is any thing wrong.

yeah, I did not take that into account. Your application has already been approved. just waiting for medicals etc.

What is confusing is (a) what processing takes place in CPC-M and (b) once processed and approved by CPC-M, what processing takes place in CPP-O or LO? If the sponsored person's documents are scrutinised at CPP-O or LO, then why did CPC-M ask for those documents and replied back after processing them? What is that scrutiny about?
