If you have already experienced that CIC accepts the document provided by your embassy - and it is quite common to not register births in your country - then you could go ahead and just submit that document. The important thing in sponsoring parents are (1) proof that the person you are sponsoring is/are your parents and (2) you have enough income to support them.mash_afg said:...also when i first applied i also needed birth certificate and mine was also same way as got it from our embassy of country of birth and immigiration didnt ask me anything else

Documents that can prove that 'the person you are sponsoring is your parent' is (a) your birth certificates - that contain the names of your parents and (b) your parent's marriage certificate - that proves they are married to each other. Ultimately, in the documents you submit (either bc and mc or anything else on its behalf), this information should stated to the satisfaction of the visa officer.
