I am going to send my parents and mine, all three birth certificate, I will be pay right of permanent residence fee(490+490) upfront, and PCC for my parents all along with application now. So in case they want to transfer my file to Ottawa( they would have everything) instead of New Delhi, I don't mind.

Its to show relationship between sponsor and parent so its your birth certificate

2x MP inquries have been put both time same answer that "they are working on background cheaks...." :(

Sorry bud, few of us are stuck like this and parents case is always last priority, as if PAFSO was working in Delhi with super speed before, things will be more delayed due to strike
Why don't you order GCMS notes and see whats going on ( Check my Signature on how to order )

You mean if a family member here is sick and you have a doctor's note - requesting to do visa faster for parents so they can help taking care of them?

I am almost certain it won't work, coz immigration has their own protocol to work and although I don't doubt your situation, many people can try that ( it might have ok for visitor visa but not for immigration )
But hey strangers things have happened, no harm in trying

Urgency usually works if there was a flood in home country or dire straits where they are in trouble

I have emailed Delhi that my uncle is very sick and in death bed ( can we simply know how long will it take so my parents can goto India but not delay their prolonged case ), this is coz my parents are here on visitor visa and passport is in Delhi - not a single reply back, so there you go

My father was elected "Councillor" in Nagar nigam( Municipal comity in cities in india) and he currently is. Do he need to declare that in this column?

If it is Canadian, I wouldn't bother, but if the document it foreign I would notarize a photocopy as a true copy. We always do the notarization through MP's office - it's free, they do not charge for notarization. But another point is that if the foreign document is in other language but English, it should be translated and the translation should be attached to the photocopy of the translated document the copy of which is usually notarized.
