I am going to send my parents and mine, all three birth certificate, I will be pay right of permanent residence fee(490+490) upfront, and PCC for my parents all along with application now. I understand that it should be the birth certificate of the sponsor - i.e. me who is sponsoring, in my case my own birth certificate as it is showing that the person I am sponsoring is my Mother. My Mother's birth certificate can show only the names of her parents - I will not be mentioned in there at all. But I know that they sometimes ask the parent birth certificate as well...by some reason it is not mentioned in this documents request.
In answer to your question - no it is not mandatory to provide email for communication with CIC. Email is just more convenient way for them to correspond with you - it is mush faster than snail-mail. Though they will do keep communication with you by regular mail if you will not provide your email by just entering NA.
