Parents and Grandparents

Hello All,
I am not sure if anyone have had this issue, so my wife and I are sponsoring her parents and everything has been approved and they have done their medicals and have been asked to submit their passports but the issue is one of the parent is currently in Canada visiting so we are not sure if she has to go back home to submit her passport to the Accra office or if her visa can be issued in Canada. Several attempts have been made to contact CIC but no response. Any advise with be highly appreciated.
