So should someone who doesnt meet ongoing income still apply? Or not waste the time and resources of IRCC?they spot check. My friends were requested to prove income right before his parents were asked to provide passport.
The letter asked them to support previous year income and also letter from employment and estimation of current year income.

Should be fine. Because education systems differ. Especially when it comes to our parents in their 50s 60s or 70s....For mine:
Secondary certificate and diploma issued--> High school Diploma
College --> University Diploma
