this office is expected to be slow as they handle all kind of visas, you can request to transfer to NDVO which is way faster

CPC-M does not send PCC request, it will come from secondary local VO a.k.a based on country of residence and only toward the end as criminal and background check is done at 2nd local VO

No it is not a passport request, they asked us to update the travel document only
