Biometric fee request received on Sept 20 at 5:10 pm

I thought my mom and siblings didn't need biometrics as their biometrics were valid until 2027 as per CIC's website tool.
The letter I received is from CPC Mississauga and says "This letter refers to your application for permanent residence". Is it normal to receive this request before receiving AOR? Does this mean my mom's PR application will be processed by the Mississauga office? I should pay the biometric fee for my mom and dependents as well, correct? The dependents are not mentioned on the letter, so I wasn't sure...

My parents have never been here. And they have also never left India ever.

I dont know what's keeping them from processing us like they do with other people within few days
I feel we all got the same VO who thinks there is plenty of time to get the process complete and does at his own pace. No logical explanation otherwise LOL. anyways keep hoping for it to come soon.

I have finally received an e-mail from CIC - ten min ago:

"You have met the requirements for eligibility as a sponsor. Accordingly, the Application for Permanent Residence for your relative will be forwarded to Mexico for further processing. This office was selected based on your relative’s home address and the requirements of the Immigration and Refugee Protection Act."

I am Brazilian, living in Canada - mom lives here with me. I know it doesn't matter but.. why the heck would they send my file to Mexico?! I haven't read this forum in a while so maybe something happened and I am unaware.. anyone with thoughts?
