I landed in 2011 but rules changed for 3 year noa so had to wait; I’m also waiting since 2012.

Lottery started for 2017 and 2018; before that question of spoiling qualified people place by unqualified was not possible.


you are so kind because you tried just second year and can keep your position next 5-10 years till get a spot.
but read PGP-2017 thread and you will see what people are thinking about that, people who try from 2014 for example

I'm single and so far meeting the PGP sponsorship requirements for my parents and planning to apply in 2019. So I have met the income requirements for 2016,2017 and will be for this year as well which is 2018. Hopefully will get NOA before the application in 2019. (If gets the invitation)

1. So my current family size is 3 (me and both parents). But planning to get married this year which will increase the size by 4. Is it correct that my income requirements will be acceptable as family size of 3 for 2016 and 2017 and then for 2018 size of 4 members meeting the requirements and attaching documentations about the marriage date in 2018 and then keeping the LICO maintained for 4 members from 2018 onwards ?

2. On the NOA which line number fulfills the income requirements ( Is it line 150 ?) As we have some deductions like RRSPs as well. so I believe it should be line 150 which counts the RRSP as well.

3. When we withdraw money from RRSP, will that add up in income and counts in line 150 or somewhere else if anyone knows about it?

your family size is counting for date of apply so total =4 for all years
you can add your spouse like a co-signer to raise total income

From what I know, and others will be helping you here as well
1/ Your family size will be determined by the time to plan to sponsor your parents. So, if you plan to get married this year 2018, then your family size in total would be 4 if you submit the application in 2019. And because of this, your LICO will be calculated based on 4 people, for the past 3 years (2016-2017-2018)
2/ The total income would be line 150
3/ When you withdraw money from RRSP, it will be added to your total income (line 150)

No it's not correct. The family size as of date you submit the application, is your family size for 3 preceeding years. So in your case it will be family size of 4 in 2016, 2017, 2018.

Of course you can also add your spouse as a co-signer to add their past 3 years of Canadian income to yours to meet income requirements.

And the process has to start again for all the three years to fulfill the income which will extend the process long way. Circumstances can change in any stage and year of life. This rule is not that effective in this scenario. There would be many cases like this. Hopefully there will be a change in future by making year by year requirement as per the family size of every preceding year (If family size changes).

Change will only be to make it harder to sponsor than easier. To Canada parents of immigrants are liabilities and should be avoid at all cost

Not necessary that the spouse must be a Canadian. What I understood here (and please others correct me) that you must prove your total income meets the requirement. In order to do this, the Notice of Assessment must show the total amount of money that you have earned in previous year. And this is done by filling your tax returns so technically speaking, anyone with legal resident status who is working in Canada would have to do Tax returns

If at the time you apply your family size if 4, then IRCC couldn't care less what your income was at family size of 3. They want to see your past 3 years is sufficient to support your current family situation at time you apply. So this rule will not change.

So yes each time you have a family event (get married, have a child), this affects income required for 3 previous years.

A spouse must be a PR or citizen to be a co-signer. However their income to meet LICO can be earned while not a PR, as long as it was earned while living in Canada and supported by a CRA tax return.
