CIC asked for the Police certificate request/PCC on 09/26/2018, we sent the certificate on Oct 4th. Currently MyCIC account shows "We are processing your background check. We will send you a message if we need more information."
Today Nov 9, I received the Invitation to Pre-arrival services in MyCIC account.

They have not asked for medicals yet. I was checking the 2017 spread sheet for some other people applying to PGP sponsorship with the same LVO (Bogota, Colombia) and it seems that the LVO asked first for PCC and then 3 to 4 months later they asked for medicals. So I think we just have to wait.what about Medical?

I have a question regarding parents/grandparents sponsorship applications in Quebec vs. other provinces.
I have noticed if you live outside Quebec and going directly through the federal government, you need to demonstrate financial capacity in the past 3 years.
For Quebec, however, on their website, they only request 1 year. Nevertheless, the first step of sponsorship, according to the Quebec's ministry of immigration, goes through the federal government's website, before going back to the Quebec government for review. Does it mean that the federal government will still require financial capacity for the last 3 years or will abide by Quebec's requirement of only 1 year?
This would be very helpful.
