Yes you can if you meet the income requirements. Also you need to submit separate application for your parents and spouse. You cannot add spouse on PNG applications.
There is sponsoring spouse forum in canadavisa, they might know more. My understanding is for spouse’s sponsoring , no income limit, you can apply for it any time, go to cic website to check; for parents’ sponsoring , you need to meet income limit and have to be selected to apply for it.

I don't think he will have to travel, once the PR is confirmed he can submit his passport in the Canadian Visa office in or around Hong Kong.
Gst8486 is correct, your parents’ next step is medical exam and police certificate, they can do in Hong Kong, the physician will send result to IRCC through website, you will email police certificate to Ottawa or upload it to IRCC from my cic account. The last step is that you will need to ask Ottawa to let you send passport to Hong Kong visa office instead of Ottawa for visa stamped. I will do the same thing as well. My father’s app was sent to Ottawa, and he did medical exam already in China. But he is in China right now.

Your best bet is to send/ upload it on MyCIC account, i don't trust New Delhi Visa Office. They can easily forget your email and then later on put blame on you that they never received it, perhaps you will be able to fight back, but it's not worth to waste time on that. In nutshell, do it via MyCIC.

There is no upload option in MyCIC, I have to call CIC to request if they can activate it for police reports and RPRF receipt - a high number of call volume at CIC so my line was disconnected, I have to try again.
If the upload tab is not activated in MyCIC then I am left with the Web form, Email and Mailing the documents. Any suggestion on these?

There is a view submitted application under status in my cic account, click it, and you will see the upload page ,

you are right, no upload option. mine is from Ottawa, I can see the upload option, call cic.
I spoke with CIC agent and was advised to submit the documents via the web form. If a paper application is linked after documents are requested, there will be no upload tab in MyCIC. So folks who haven't received any document request, please link your application ASAP.

For any new document requested after linking the application - upload tab will be activated in MyCIC.
