I have been thinking about this in a while actually, and I think I gotta do this. I will see how the withdraw is going, then move onto the paper application. But thanks for the heads-up!
like @sid8tive said does not make sense.. you have already invest 4 months into the ongoing online application...
Dont withdraw this and start all over again... Who knows you may see an uptick in the online processing soon.. also bear in mind the 27 month avg processing time for applications

I asked them for all documents about this issue starting from 2020, and they only sent these pages 61 days later even though they were supposed to reply in 30.
Can you please re-submit similar ATIP request again to get info on their strategy for 2022-23? Thanks.

What you should do is put your withdrawal request along with your new application in an envelope and send it to CPC-Sydney. Explain why you are doing it, include a copy of this memorandum. This will be processed faster than sending a web form and is the only way they will understand. They will talk about it in their future decision making process just like they talked about social media contacts in this document.
I just sent the package yesterday. Let's see how it goes

This is ABSOLUTE BS. Online applications should be a fast process. Everything is already uploaded into their system.

If anything... PAPER Applications should be completely phased out and stop being processed, it's such an old way of doing things. Screw this stupid old system... they have got to change their ways.

Oh nice. I applied online yesterday. This system doesn’t make sense at all.

How long between sending the application online and receiving the AOR?

By the way, you all have the right to send letters to members of parliament, including the prime minister, postage-free! Question how it is acceptable that the IRCC is playing favourites in this country. Emails are easily ignored and definitely ignored by the minister of IRCC, but letters are not.

I also sent them a letter asking about the fairness of what they are doing. Waiting on 3 more ATIP requests along with 6 Privacy Act requests, 2 of which are already delayed.
Can you please let us know whether you asked info on IRCC's strategy for 2022-23 as well? If not, someone else can do so. Thanks.

What happens one sends another paper application while online application is already pending? I remember there were discussions in the forum (in the past) about other way around (i.e. submitting online while paper was under processing). I am going to search and go through those discussions, but meantime if someone remembers anything, can you please share here? Thanks.

I am trying to understand whether we could submit second application without withdrawing the first application as it adds further delay (waiting till withdrawal is approved and then submit the 2nd application).

Looks like in the case of multiple applications, we can choose which application should be processed first and which one should be kept on hold.

https://www.canada.ca/en/immigration-refugees-citizenship/corporate/publications-manuals/operational-bulletins-manuals/canadian-citizenship/admininistration/general-file-processing/procedure-multiple-applications.html?wbdisable=true

Excerpt from the above link:

Application on hold

  • If the client does not wish to withdraw an application, the client can choose which application is processed first. A note will be put on the other application and the local office or the CPC-S will hold it pending the outcome of the chosen application.

So looks like we can safely submit another application and let CPC-S know that we want this one to be processed first. Please let me know if anyone has different view on this. Thanks.
