You can not sponsor your parents for five years?
under current system a sponsored spouse can sponsor his/her new partner(after divorce from 1st one) without any bar. but under the proposed rule he/she has to wait for 5 years to sponsor a new partner.

Oh okay it means it is just applicable to patners and not parents.
It means sponsored spouse can sponsor his or her parents.

I dont think this new rule will reduce the PR processing time. If they can issue a conditional PR for spouse, why they dont issue TRV for the spouse? It's very difficult to get a TRV when your spouse is a PR because they say he or she may not come back. The same thing may happen for the conditional PR also.
Any aways I just want reducing procesing time wheather it'r PR or conditional PR.

right now they r not issuing the TVR because the spouses r applying for PR and before issuing PR visa they dont believe the relationship. even to get a conditional visa we will have to prove the relationship. this rule is all about removing fake couples, its not about making the process easy and fast. In UK and AUS conditinal visa processing time is only 2/3 months , but this is Canada, here renewal of a PR card takes 5 months. so i am not expecting that the processing time will be reduced that much.

With the amount of time they take to process spousal sponsorships (up to 27 months), any relationship that survived it would already be like a "hero relationship" to me. Yeah, how about CIC would process the app for 2-3 years, putting enormous stress on the relationship and then still do its testing with all this conditional pr stuff, then any relationship that would survive would win the gold medal prize ;D. Because stat shows that 50% of real marriages end up in divorce, pr marriages will only pass 50% of the time or with one of the spouses tolerating abuse if they come let's say not from US and West Europe but for example from Muslim country where a woman would be "shamed" by society to go back to her parents after failed marriage. Or let's say the person established him/herself already in Canada and would have to go back to their own country just because their spouse after 2 years of living decided to divorce. Ok, how about another scenario that it might open doors to local Canadians abusing the system by going to 3rd world countries bringing young women as potential wifes only to dump them after some time in order to avoid sponsor responsibilities? I've heard from a friend of mine about a pedophile in US who married to a beautiful woman from another country with 2 young daughters. So now that poor woman has no rights and can't persuade the judge that the reason she can't live with her husband is because he's molesting her daughters :eek:. Anyways, my point is that Canada should think to protect not only its Canadian citizens and prs but also the rights of people who come to this country on a visa because after all it's a democratic country, not a 3rd world country where immigrants have no rights. It's very often more difficult on spouses who come to this country, so they should also have the rights, not only rights to work and study but also be protected by law.

This frustrates me. I understand that Canada needs to do all that they can to prevent fake marriages but it's people will true, genuine relationships that suffer alongside. *sigh* I just want my husband back home again...

These rules sound reasonable to me, now that I calmed down and looked into them rationally. But I have my doubts about whether it will have the effect they're hoping for. On one hand it sounds like a good idea to have this conditional PR, just as long as the conditional permanent resident is allowed to work, study etc. And it sounds like that is the idea.
If you come to canada under the flag of family reunification, and you break up soon after landing, you are no longer a family. It would be fair if that meant the PR was revoked.

BUT!

-What if the couple has children together? Will one of the parents be forced to live in a different country because of this rule? Or will people who have kids together be exempted. And if they do that, how many people will try to defeat the system and have children just to keep their PR? Poor kids in that case...
- Are lots of non-genuine foreign partners getting together with their well-intending, lovestruck Canadian spouses, then abandon them, claim that "(s)he abused me" and be exempted or at least end up in court with the poor, unsuspecting spouse? Will that spouse have to live the rest of his/her life with the stigma of having been suspected of domestic abuse? Poor spouses in that case...

I'm just iffy about what people will do next to abuse the system, if this rule gets approved. Let's hope I'm too concerned and pessimistic.

If you don't have your PR yet and haven't signed the COPR then likely yes. If you already have PR they can't re-do your PR like that ex post facto.

I have no idea. My feeling is that applications that have already been submitted will be processed in accordance to the old rules, but I could be wrong. So don't take my word for it.

If they are enforcing the conditional PR on applications already submitted, anybody with a genuine marriage is still going to be OK, unless it unexpectedly falls apart within 2 years. If that happened to me, I would be fine going back to my home country unless we had kids together.
Symbolically though, it would probably feel like a setback for me. I wasn't mentally prepared to become a conditional PR, so I'm still hoping to not become one. It might feel like I still don't belong here... I don't know. We'll wait and see what happens.

Yes. As long as your application is not final before the regulation comes into force, meaning you have not yet received your PR visa or status, then you will be subject to the new regulation. In other words, it doesn't matter what the rule is when you apply, it matters what the rule is when you are approved.

I would not hold my breath about reduced processing times. They still have to do all the background checks and go through the same process in order to approve the PR whether it be conditional or not....

In all the reading that I have been doing on this topic, lessening processing times has not been mentioned by this. This is totally in effort to reduce MOCs....

They are also looking at different ways of reducing wait times, such as reducing numbers in some categories of immigration, such as parents and grandparents which would put more resources into the dependents, investors, skilled workers and entrepreneurs that can bring money, businesses and jobs to Canada...

I completely agree with the conditional visas, but on the same token, not sure that 2 years is long enough, as some people have to wait 2 years already to get approved to come here as a spouse, so what would be another 2 years of playing the game. The 5 year bar on sponsoring another spouse is a good thing, but again, I personally think it should be longer.....but then again, its just my opinion....

man if they r not giving away pr visas then logically they have to work less regarding this. its more like a spouse/ dependent visa like UK, not a PR visa. in 2008 they changed the rule for skilled workers, nothing was mentioned about the processing time , but that has been reduced by almost 70% just after the change. i hope this time also they are gonna decrease the waiting time. lets hope for the best.
