You can certainly apply for the citizenship and leave if you want. Even on CIC website, there is no place saying that you cannot leave the country after applying. It only mentions the issues that might arise if you receive any communication from them by mail and if it would need timely response...

Yeah, I received my notes but they don't tell much. They still haven't started my sercurity checks. I wish my file was transferred to another visa consulate, not Buffalo!

Same here, applied on Sept.2 and waiting forever like you... Also I got same answer on my e-mail to Ottawa.

I think this is because your case is very unique and you gave lots of info about yourself, so it would be easy to track you. It's just my hypothesis, who knows? Did the officer who called you was the one looking at your family sponsorship app?
