You really need to lay off the vitriol. CIC is not trying to punish anyone, nor do they discourage foreigners from marrying Canadians.
This should be cleared up. The pilot program delivery does not state anything clearly. Let's not pretend anyone knows how the pilot program works at all at this point.

Here is the pilot program announcement:
December 22, 2014 - Eligible spouses or common-law partners will now have the opportunity to work in Canada while they wait for their application for permanent residence to be processed.

Citizenship and Immigration Canada (CIC) will issue open work permits to certain spouses or common-law partners who are applying for permanent residence from inside Canada, before the approval in principle decision on their application is made.

Effective today, as part of a one-year pilot, CIC will begin issuing open work permits to eligible applicants in the current inventory.
Here is the delivery update:
Effective December 22, 2014, Citizenship and Immigration Canada (CIC) will commence issuing open work permits to certain spouse or common-law partner in Canada class (SCLPC) applicants before the approval in principle decision is made.

Applicants who have already submitted an application for permanent residence under the SCLPC class but have not yet applied for an open work permit should complete an Application to Change Conditions, Extend my Stay or Remain in Canada as a Worker (PDF, KB) (PDF, 446.84 KB) form [IMM 5710], include the appropriate fee, indicating that they are applying for an open work permit, and submit it to the Case Processing Centre in Vegreville, at the following address:

If an SCLPC applicant has already received approval in principle, they have the option of applying for an open work permit online.

New SCLPC applicants should complete a permanent residence application and an open work permit applications, include the appropriate fees, and submit both simultaneously to the Case Processing Centre in Mississauga.

CIC will begin issuing open work permits to eligible applicants in the current SCLPC inventory. SCLPC applicants whose permanent resident applications are received after December 22, 2014 will have their application for an open work permit processed within four months of receipt of their work permit application.

Standard medical requirements for open work permits apply.

After one year, CIC will assess this pilot and determine how to most effectively process open work permits for SCLPC applicants moving forward.
So, the Pilot program is announced, and in the announcement it claims that "CIC will begin issuing open work permits to eligible applicants in the current inventory".
Meaning: By December 22, CIC will begin working on applications that have been received prior to December 22.

The delivery update then says a lot of things:
"CIC will begin issuing open work permits to eligible applicants in the current inventory"
"Applicants who have already submitted an application for permanent residence under the SCLPC class but have not yet applied for an open work permit should complete ... form [IMM 5710]"
and finally: "CIC will begin issuing open work permits to eligible applicants in the current SCLPC inventory. SCLPC applicants whose permanent resident applications are received after December 22, 2014 will have their application for an open work permit processed within four months of receipt of their work permit application."

Using logic, this should mean:
1. They are working on applications they already have.
2. If they have an application already, but not an OWP, they'll start working on it when they get the OWP. Since the Application is already in the system, this would seem faster than case 3 below:
3. If they have nothing, then they'll start working on it when they get both the OWP and the Application, and this takes at least 4 months.

So, not only was this application sent separately from OWP, they were both sent after December 22, and from what I gather the OWP app was sent in January, and is viewable in ECAS.

There are still people who are waiting for an AOR and ECAS, people who were told to expect an 8 month wait for their AIP and a subsequent OWP and have been currently waiting for more than a year.

Speeches about how great this process is in comparison to other ones are literally so besides the point that can't even read them.
This is about failure after failure after failure after initial promise.
This is about a process we know nothing about at all.

Yes, if you want to get into the semantics of the letters above, if you submitted after December 22 you can get your OWP within 4 months, and if you submitted before, then too bad, check back after you've waited 17 months for AIP and try again.

Nothing stated was clear, don't belittle someone for frustration. I don't care how great of a deal I'm supposed to be getting, when it gets renegged I'm going to be annoyed.

I agree with you GustavesF. And let's do what we were told be the cic call centre agents - wait till may, if you still don't have your OWP call and ask again. +1!

Hi Guys , i am currently on implied status , already applied for ectending my visa as visitor before my legal status as visitor expires , now i want to apply for the spouse inland sponsorship with the OWP .. i want to know if i am eligible to apply for OWP in the pilot program under implied staus or i have to wait till i get approval on extending my stay which will be after 3 months ! ?
please Advice

Hello.
I submitted my wife's PR application and CIC received it on June 16,2014. Then, in November we sent the documents for a visitor extension. We received the extension on February and she can stay in Canada until 2017.
Before that, once that we saw the news about this new program, we applied for her open work permit. We sent her application for her OWP on January 12, and unfortunately for us we have not receive any news about her papers yet.
Every day is a new hope to see her paper.

It states that the 4 month timeline applies to those who submitted after Dec 22nd. Therefore, the 4 month timeline doesn't apply to those who submitted before Dec 22nd, as many have claimed on here. Pretty clear.

I have not yet seen "failure after failure after failure". Many people have gotton OWPs. You may be pissed off because you haven't gotten one yet but that doesn't constitute a failure.

Yes, you are eligible for the pilot program. Implied Status is a valid and legal status. You can send your OWP app now.

Don't be a politician about this.
They said they were going to start working on applications they already have.
They also said that anyone who sent in an application after December 22nd will have to wait about 4 months from the day it was received.
Thus, what the verbiage heavily suggests is that the reason for the 4-month wait is because, starting on December 22nd, they are going to be working on applications they already have.

Given their current promises, by all means, I personally should expect to wait at least another month to see an OWP. It's highly unlikely I'll actually get anything, but at least I'll wait till then to start complaining to my MP about it.

It *obviously* isn't clear. The example of semantics was satirical. If you want to drill into the exact meaning of the words and ignore everything else you're no better than the call center.

No failures at all?
What about the inland timeline increasing by 9 months with zero communication from CIC?
What about the lack of foresight that always allowed spouses of foreign students in Canada to receive OWP immediately but not spouses of full citizens? (This is why there is a "pilot program").
What about their inability to simply expedite the OWP that should have come from AIP without requiring additional paperwork? (all the information is already provided with sponsorship app).
Why are OWP's assigned at random?
If they started on December 22, and April 22 is next Wednesday, why have we not seen OWPs awarded to 90% of the in-process apps submitted before December 22? Wouldn't that be what you'd expect?
Why don't AOR's get sent out? Why do they randomly take 10, 2, or 1 month?

A few isolated instances from random points along the timeline do not communicate that the process is fixed and working.
It seems a bit like a lottery instead of a queue. When you've been waiting for a year you don't feel any closer to the goal when OWP's are being awarded at random regardless of when the application was sent in.

To everyone feeling frustrated:
The system is terrible, it needs change, putting up with it only allows it to get worse before it gets fixed.
Voice your opinions, contact your MP's, do what you can, or it's only going to get worse. Don't complain idly, do something, elevate your concerns, spread awareness.

Thanks canuck_in_uk for your reply . , i was on phone with CIC agent and she told me that i have to wait till i get the approval on my extension as visitor then i can apply bec now i have no status on the computer ! ..

In the Facebook group where we monitor Inland Spousal Sponsorship A LOT of applicants out of status have been receiving OWPs lately. So when CIC talks about "eligible" applicants, only God knows what they mean by that.

They are rejecting OWPs to people in status and giving OWPs to people out of status, so it's pretty much a lottery. If they were clear and transparent maybe they would not have hundreds of applicants calling every single day.

A person without status is eligible for the regular OWP as soon as they have AIP. They are not eligible for the pilot program OWP.

I guess you'll be changing your username...unless you really have been discriminated against by CIC.

I am sorry , i dont know if Implied status is considered as person with status or person without status .
in my case The implied status as visitor is eligable for Pilot Program OWP or no ? ... Thanks

In case it was not clear to you, A LOT of people without status have been approved OWPs under the pilot program. Also, I dare you to link any official communication by CIC where they state the criteria to be eligible to OWPs under pilot program.

In every single official communication they talk about "eligible" applicants or "selected" applicants, but the criteria is nowhere to be found. So I won't be changing my name anytime soon.

And if your wink is intended to upset me, it's not necessary, the stress of my impending bankruptcy is taking care of that. But it's good to know that everyone associated with CIC lacks humanity and basic human empathy...

qualifying foreign nationals who have submitted an application for permanent residence under the spouse or common-law partner in Canada (SCLPC) class.

Officers will issue open work permits to SCLPC applicants if they meet the following requirements:
a PR application has been submitted under the SCLPC class;
a Canadian citizen or permanent resident spouse has submitted a sponsorship application on their behalf;
the SCLPC applicant resides at the same address as the sponsor; and
the SCLPC applicant has valid temporary resident status (as a visitor, student or worker).


A person without status does not have valid temporary resident status.

But...we're talking about CIC, so anything is possible!

Thanks for the info, Ponga. I don't know if it refers to the OWP pilot or to the regular OWP that comes after AIP. Anyway, as I said before, lots of people who applied out of status got their OWPs under pilot program.

Not so fun fact: my spouse lost her status due to the CIC asking to resend forms (that they changed AFTER we send them) and treating that as a new application instead of an update. To add insult to injury the forms only change the dependant child's age and we don't have any children.

I can't wait two more years to start my life with her, so I'm writing this comment while in another tab I'm preparing everything to emigrate to New Zealand. Chances are we are going to be both there ready to work before CIC starts processing our application.
