The program did not specify that CEC applicants will be given priority. The program said that "CEC applicants with expiring work permit" would be given priority. FSW applicants have paid 1500 CAD as processing fee - We have contributed to the province of Ontario. Since it was not mentioned in the application guide OR OINP has not issued a statement saying that they prefer CEC candidates, I would look forward to FSW applicants get nominated too. CEC applicants whose permits are expiring soon have a genuine reason to expect expedited processing. If a CEC applicant has a work permit that is valid till may be mid 2017 and has applied in Jan/Feb 2016, then nominating him/her instead of nominating a FSW applicant who has submitted an application in October/November 2015 is outrageous and cannot be encouraged.
congrats noramine ! while debating in the right spirit is good as demonstrated by @raj - it would be good if we stop calling names would only let every one down ! stay positive

We are currently experiencing a high volume of calls and emails to our program. We are working diligently to respond to all inquiries and we appreciate your patience and understanding.

Please be advised Ontario has placed a temporary pause on the intake of applications for select, high-volume OINP streams. Ontario stopped sending Notifications of Interest (NOIs) for the OINP Human Capital Priorities (Express Entry) stream effective February 16, 2016. Ontario temporarily paused the intake of new applications for the following select, high-volume OINP streams effective 5 p.m. EDT on May 9, 2016:
• Employer Pre-screen
• International Student – Masters Graduate stream
• International Student – PhD Graduate stream

The OINP will continue to accept applications from Foreign Worker and International Student with a Job Offer applicants as Employer Pre-screen applications are assessed. The OINP also continues to accept and process applications for the French-Speaking Skilled Worker stream and the Corporate stream. The OINP is accepting Expressions of Interest for the Entrepreneur stream.

After 48 attempts I finally got to speak to someone on the phone.
The guy on the phone told me that my application is on the 2nd stage (pending review by an investigative analyst) after which a senior analyst will also investigate an then I will get the result, no timelines or dates were provided.

Do you guys happen to know the timelines? how long before an investigative analyst takes a look at my profile?

I have not heard a word from them since May 2016

48 attempts!! My goodness! If your file is in the second stage, you can expect a call or additional document request or both. Once that is done and the officer is satisfied with your documents, the file will be forwarded to the final stage/decision phase/senior processing officer. There is no timeline as such; my file has been in final phase at least since June.

Wish everyone gets nomination quickly. Good luck and all the very best!

Canadian immigration was about fairness, equality and transparency. They made everyone go through IELTS, even applicants whose mother-tongue was English, so that everyone is at same footing.

Now, this prioritizing based on NOC or CEC or whatever is against this spirit of equality. If OINP wants to do prioritizing, they have all right to do it BUT first they need to OPENLY declare it.

They cannot sit on moral high grounds of equality, fairness and transparency and from the back door give priority based on their economic and political considerations.

It's UNFAIR to FSW outlands who are waiting since past one year thinking that they will get nomination in 90 days or processing will happen on First-Come-First-Serve basis as OINP trumpeted on it's site and in OINP manual.

I agree. If they are prioritising based on the applicants' NOCs, they should put this information up on their website.

I still find it hard to believe, but these recent nominations do seem to indicate some kind of selection bias.

The last (July end 2016) I heard on my case from OINP was that my file was at second stage with an investigator analyst. My application was received on Nov 24th and AOR 17th March. Even after repeated calls and emails, I havent got any update on current status. Neither have I got an additional doc request or a call from Investigator Analyst. My NOC is 2171. Is there any conclusion that can be drawn that those Nov applicants who could have got a call have already received the phone call and rest of Nov applicants may not get a call ?

Any news of any other applicants (Nov or Dec folks) getting a call from OINP ?

Really? I thought that it was about satisfying the Canadian economy's need for skilled workers... I mean I say this with all due respect, but it's called Foreign Skilled Worker for a reason ;-)

Again, they use the CRS to rank the most skilled candidates, this is not about equality but about getting the right people in... If it was about equality then why bother with the CRS system at all, why not just get peoples names and do a lottery to issue ITAs? No where does it mention that it's a first come first served system...

Having said that there is FAIRNESS as they claim they will process every application so if you got your AOR you'll get your chance... If they want to reject you for a trivial reason it's my understanding that you'll get a procedural fairness letter, whcih you'll be able to argue and someone else (non-biased) will review...

All applicants wish; honor the clauses mentioned in the Application Guide

If the applicant knew through application guide that the priority is for CEC, they would have decided whether to send their applications or not

The whole point is - nowhere has OINP mentioned CEC applicants will be given priority. Its fine if they choose to do that but a notification on their website would help. That's all I'm saying.

Obviously, Canada is not running a charity. But the selection of FSW was supposed to be on a well defined set of rules eg. Higher CRS. OINP had announced First-Come-First-Serve basis but now they are prioritizing CECs, some NOCs etc. This is UNFAIR . If they are changing the rules, they are suppose to announce it.

No where does it mention that it's a first come first served system...

OINP said they will PROCESS every application and the criterion laid down was First-Come-First-Serve. It's not fair to collect $1500 from applicants promising them a decision in 90 days and then sit on their application and give priority to others based on NOCs or CEC status

Absolutely correct Raj.. just inform us, instead we are left in the dark.. another point is a little bit scary, if paying the 1500 $ and waiting for a year was just "for a shot" then that is so scary :eek: ..this is supposed to be a normal processing based on an invitation by the province's interest. Decision should be fair provided the applicant passes the score eligibility attached in their PDF file for human capital stream, then the applicant is taken in!. What has been happening regarding taking in applicants with specific NOC codes or giving preference to CEC is one thing, but taking the money and giving back a standard rejection..oh boy, that another thing!! may god bless us all
