Probably you may be right, many files are quite old and cross their stipulated time. More ever, the CIC might have ran out of all excuses to delay them further. AFAIK, CIC call centers are located in Nova Scotia, Montreal and Alberta. Your ATIP is saying you talked to a Montreal call center agent. I have that same note on my ATIP file and yet my file is still stuck in TO.
It doesn't and it shouldn't. It shows up only if they send a message to your processing office, if they convey a message to you from the local office.
