Well IRCC is taking time to send p2 mails these days. If you see the immitracker, there are lot of cases in the same situation. I guess it might take few days for p2 after the responding to p1.Thursday!

One example would be that a certain candidate applying under PNP for province A, but provides address during P1 and P2 for province B. In this scenario, the officer might issue a PFL for failure to prove intent to reside in the nominating province, and the PR application being rejected in entirety if the candidate is unable to clear out officer's doubts.
Let's say you are doing a mortgage or any credit card application. You might get an initial approval, but the final decision might be subject to certain conditions. Only when you satisfy those conditions, you will get the 'final' approval. Reading through the past GCMS/CBSA notes, we do see that a file marked as completed can be reopened. It happens rarely, but it does happen a lot. Also, multiple broken flows within IRCC that can cause reversal of decisions/completions (e.g. the notorious RFV/PPR/Portal mails issued due to an error, CoPR cancellation for outland applications, etc).Let's say you are doing a mortgage or any credit card application. Not really sure how IRCC work internally, so I won't be able to say why COPR number is generated at this stage. From what I know, and understand, the so called 'conditions' are still pending until P2 stage, so I personally wouldn't celebrate until I get my eCOPR.
Again, all of this is my understanding, and could be wrong.
