Can see COPR number on the tracker. No portal email yet.
Called IRCC, was told the decision has not been made on my file and I need to wait.
Doesn't it mean a decision made when it shows on GCKEY?

Although seeing the COPR number in the tracker is definitely a good sign, but until you get your eCOPR, you cannot be 100% certain that your application is approved. Hence the reason IRCC rep would say that decision has not been made on your file and you need to wait. I've heard people getting PFL (procedural fairness letter) even after receiving P2 email.

One example would be that a certain candidate applying under PNP for province A, but provides address during P1 and P2 for province B. In this scenario, the officer might issue a PFL for failure to prove intent to reside in the nominating province, and the PR application being rejected in entirety if the candidate is unable to clear out officer's doubts.

I’m curious—why would IRCC assign a COPR number if the final decision hasn’t been made yet? From what I’ve seen, COPR numbers are typically generated when the application is approved. Could it be that the decision is made, but just not updated in the system or officially communicated yet?

Let's say you are doing a mortgage or any credit card application. You might get an initial approval, but the final decision might be subject to certain conditions. Only when you satisfy those conditions, you will get the 'final' approval. System might generate card numbers or mortgage numbers after the initial approval, and the portal/system you are using for doing that application might show the numbers generated for the product, but it doesn't necessarily mean that you are actually approved for the product you requested, because certain condition might still be pending.

Not really sure how IRCC work internally, so I won't be able to say why COPR number is generated at this stage. From what I know, and understand, the so called 'conditions' are still pending until P2 stage, so I personally wouldn't celebrate until I get my eCOPR.

Again, all of this is my understanding, and could be wrong.

I got my FD on Jan 22.
With a temp COPR number for all my family members.
When I say temporary, we all had the same number.
The same day I received P1.
P2 on Jan 23.
Yet to receive ECOPR.
But when I checked the tracker yesterday I found out that my family members have a new COPR on their application. Mine being the same as the one from Jan 22.

My friend`s COPR details(number and expiry date) turned not available from yesterday. That is last update on her application. She sent web form to update her marital status on Mar 11. I guess this could be a reason which results in disappearing COPR details. I am not sure though. Just updating here and open to hear from all of you.

Thank you

Have you got email for update? I haven't get any email so far.
I have same statement in Final decision section. I don't know whats going on.

Friend of mine has exact same timeline as yours.

AOR: Nov 18
BIL: Jan 2
Medicals updated: Jan 8
Eligibility and background verification showing in the process as of Jan 13
Additional Documents Request Feb 18 (submitted by 26)
Portal Email received Mar 12 and replied on the same date
COPR expiry date updated

But I am unsure about this update;
Latest update: Final decision - March 11, 2025:Your application is in progress…

Does this mean I went through the P1 process even though the final decision hasn't been made yet? If so, how?
It is really bugging me that even the tracker says eligibility and background are still in progress. Again, why did they send me a portal email first if the review isn't completed? Or are updates just being delayed? I'm confused about whether these are good signs or not.

they take time to update the tracker. Don't stress about it.
