Let's say you are doing a mortgage or any credit card application. You might get an initial approval, but the final decision might be subject to certain conditions. Only when you satisfy those conditions, you will get the 'final' approval. System might generate card numbers or mortgage numbers after the initial approval, and the portal/system you are using for doing that application might show the numbers generated for the product, but it doesn't necessarily mean that you are actually approved for the product you requested, because certain condition might still be pending.

Not really sure how IRCC work internally, so I won't be able to say why COPR number is generated at this stage. From what I know, and understand, the so called 'conditions' are still pending until P2 stage, so I personally wouldn't celebrate until I get my eCOPR.

Again, all of this is my understanding, and could be wrong.
Reading through the past GCMS/CBSA notes, we do see that a file marked as completed can be reopened. It happens rarely, but it does happen a lot. Also, multiple broken flows within IRCC that can cause reversal of decisions/completions (e.g. the notorious RFV/PPR/Portal mails issued due to an error, CoPR cancellation for outland applications, etc).

After reading so many timeline i have seen most of the people get p1 when they have fd. Why i didnt get it? Is there must be more testing going on?

Btw, i confirmed by calling IRCC they didnt sent me anything yet. Thanks

This is not a guaranteed pattern. P1 can lag significantly. Approval emails are manually triggered, FD isn't - your reviewing officer is yet to trigger the approval email for you manually.

Things like these happen. Almost comical, but yeah, you never know - you could receive your P1 tomorrow. Keep your hopes high, be prepared to celebrate your eCoPR when it comes through. Don't fatigue yourself ;)

Can see COPR number on the tracker. No portal email yet.
Called IRCC, was told the decision has not been made on my file and I need to wait.
Doesn't it mean a decision made when it shows on GCKEY?

Still waiting for the P2 Mail. It's been more than a week now. People say, we normally get P2 mail from few hours to within a week. Should I be worried?

There's no standard waiting period. Someone similar to my timeline got theirs in one day, but mine took 11. No need to be worried
