No they clearly mentioned that for online applicants it's starts the moment you submit the file while the paper starts the moment it's enter thier inventory

Online I can understand it from the day you submit but for paper it is little debatable as they say from moment they received completed application and they mention that AOR is kind of acknowledging that application is complete, but anyways I mean to say is that it is a long wait for some of us while people get it in 5-6 months
23 months is an extreme timeline. Should get over in 12 months like it used to be before.
23 months doesn't make sense. The service standard is 80% within 12 months and they're currently processing 72% on time. So they're taking 11 months extra to process the additional 8%? Doesn't make sense.
IRCC may be delaying clearing the backlog files because they don't want to reduce the processing time thereby having more people file demand letters and mandamuses.
That's a paradoxical hypothesis! If they are not clearing the backlog to avoid mandamus, at the same time by not clearing the backlog, mandamus is guaranteed!
The simpler explanation is that ircc doesn't care. We're only file numbers to them.
Think of it like this, they have proven to be able to process applications in 3 months. They can easily have focused on the 2019 to 2021 applications and finished a greater majority of the routine files. But instead they are finishing paper applications in middle of 2022 in 3 months.
It's actually a deliberate attempt to create a longer average in processing times. There are off course less people at the 2019 to early 2021 applications left but if those are cleared the average time would drop to under 12 months and then all the middle 2021 to middle 2022 applications can now file for mandamus which are the main bulk of applications waiting.
Or I'm summary as you said ircc just doesn't care lol
I am ready to involve media. Just think do they delay tax deduction for 2 years. When we pay our taxes on time why isn't the service provided on time.

That can't be true. I submitted an ATIP request to IRCC in October which I never received, yet I got a fingerprint request last month. Methinks I should've received the notes before obtaining a FP request.
