Submitted the application in November and received a letter from immigration saying I missed the Additional Family Information (IMM 5406), they didn't state I missed the Use of Representation form. As I didn't need to use the Use of Representative form, therefore I didn't include it and didn't stated NA in the document check list.

From previous post, I saw number of the applicant being ask to send the form due to they didn't include that.

For my case, as they didn't state I missed the Use of Representative form, is that mean they are fine with it.

As I am thinking I will include a note saying I don't need to use that therefore I haven't include in my application package, just to make thing more clear.

I had a bit of the same issue. I sent the application from Belgium November 4th, but it didn't get delivered until November 18th...... I had to call and complain to get them to send it. Turned out they forgot it in customs, then forgot to update the timeline. Have you tried calling Canada post to log an inquiry? My application was delivered and signed for not even 1 day after I called. I've had nothing but issues with them.

What date did you submit and when did you receive the letter? Other applicants just wrote n/a on the checklist for the Use of a Representative but if you think including a note will make things clearer then maybe you could do that. Atleast you can explain to them that you don't need it anyway.

What date was your application received by the Case processing centre?

I forgot the exact date, but I think my application was received on Nov 9th, and then the letter I received for missing document was sent out on Nov 17th.
But by the time the document got to Hong Kong, it's Dec 7/8th already.

There are still few folks waiting for AOR from Oct 2015 thread. So I don't expect ours until last week of Dec / First week of Jan, given last week of Dec is usually vacation days for most.

From what I understand they generally keep the posted date as a week or two behind their actual schedule so you can't call and ask them about your app.

I wonder if they close for the holidays, another thing that went through my mind was if the situation with the refugee intake means they have spread the staff a little more- meaning a longer wait for us..... who knows
