Pa'Awoderu, to me that would be a unique situation. I would want to believe that he would still be required to undergo a new medical test, since his rights would change as a Permanent resident. If that becomes the case, he would be asked to undergo the new tests in Canada, and the results sent to Accra.
Make you warn am make he no go play careless football for Canada o. As per the passport, he would have to send it to you for the PR visa, the study permit would become;
'cancelled without prejudice'..
