Unless there are tens of thousands of people ready to submit fraudulent or misrepresented applications then I see there's some time. It really depends on people's critical thinking ability.

This is a good point. That was the hyperactive lawyer's guess (that you have to be employed all the way through). Well, technically, you have to have a job on the day you apply and on the day you are approved, he said. But it's really confusing. I am sure they would've mentioned that already, if this was indeed the condition?
I really hope that you are right and that my wife gets there on time.
Would you advise getting a medical at this point? We never had to do that before.
I just did mine today, they let you do it upfront, and it cost me 300$, they might not accept it or they may ask me to do one on their request, but I thought it would be worth it to do it. It's valid for 12 months. If you want to do it, try to do it with a panel physician that is with eMedical, they will do everything for you from scratch.

I believe both, but I'm not sure. I don't see a reason for them not to accept an upfront medical exam, and this would just be another thing to not worry about for the next 12 months in case you're eligible for other pathways.

*To me* this sounds like they might check whether you’re still meeting the program eligibility criteria throughout the process, whether this means remaining employed, having valid IELTS results or medical exams/police certificates.
Ontario Immigrant Provincial Nominee Program: International student stream and foreign worker streams.
Those are immigration streams where PR is granted based on an employment offer, unlike Express Entry where that’s just a plus.
Regarding your first item, I see it as "hey you sent in your employment contract dated April 10th - I need pay stubs too to make sure you were working on May 6th" or something like that. Basically they have the right to ask for more documents.
That sentence doesn't mean that you need to keep your eligibility during processing. It means that during processing, we can ask for more documents about your eligibility. After all, how could you become ineligible under these requirements? Can you not have an IELTS all of a sudden or not be a graduate anymore? No. All the requirements are yes and no requirements and need to apply on the day of application - other than being here when processed.
OIPN requires a valid job OFFER. You get an offer from a qualified employer saying they are offering you a one year position. 3 months in, you microwave tuna in the break room too many times and get fired. Your application still goes through. I just checked the site again. They don't say that when you are nominated you have to be still employed or that when your PR card comes, we check to see if you're employed at the same place before we issue it to you.

The Atlantic immigration pilot program also requires you to be employed up to when a decision is made in your application for PR. So yeah, it might be a factor but we will have to wait.
I graudated at 2016 dvs 1800 diploma. In Quebec, I want to move of Quebec unhappy here. But is it any course ? Industrial residential drafting course is eligible? I worked various warehouses in the 3 yrs at meat factory food factory like general labour.
In the PNP Application, there is a question "what is your immigration status". It gives a choice to pick:

Have you applied to OINP recently? Because I have and the most basic requirement is to have a permanent job offer. I'm attaching an extract of my nomination certificate:

Ontario.
2. You must be employed in the approved employment position as of the date of
your nomination, if you are already working for the employer; or on the date you
obtain a work permit and begin working in the approved employment position, if
you are not already working for the employer.
3. You must continue to be employed in the approved employment position during
the nomination period (i.e. until you receive permanent residence). This means
that your terms of employment must remain consistent throughout the nomination
period.
