*To me* this sounds like they might check whether you’re still meeting the program eligibility criteria throughout the process
Ontario Immigrant Provincial Nominee Program: International student stream and foreign worker streams.
Those are immigration streams where PR is granted based on an employment offer, unlike Express Entry where that’s just a plus.
Regarding your first item, I see it as "hey you sent in your employment contract dated April 10th - I need pay stubs too to make sure you were working on May 6th" or something like that. Basically they have the right to ask for more documents.
That sentence doesn't mean that you need to keep your eligibility during processing. It means that during processing, we can ask for more documents about your eligibility. After all, how could you become ineligible under these requirements? Can you not have an IELTS all of a sudden or not be a graduate anymore? No. All the requirements are yes and no requirements and need to apply on the day of application - other than being here when processed.
OIPN requires a valid job OFFER. You get an offer from a qualified employer saying they are offering you a one year position. 3 months in, you microwave tuna in the break room too many times and get fired. Your application still goes through. I just checked the site again. They don't say that when you are nominated you have to be still employed or that when your PR card comes, we check to see if you're employed at the same place before we issue it to you.
