Actually, that's in the "Eligibility" section, so that says nothing about your interview. You have to look at Notes in the 2nd last page of the report where it says something like "Interview waiver recommended"Summerside said:Received GCMS notes.

Security and Criminality haven't started yet. But there are notes about PCC. Original PCC received. No adverse Info

Does this mean there will be no interview and file has been forwarded to Visa officer for final review ?

did they actually sent you emails and you failed to notice twice or are they claiming that they sent it twice? I get the feeling that sometimes they claim that they sent but actually forget to send emails. File was reviewed on September 17th and additional documents were requested. Notes on 17th September state eligibility : recommended pass.
Documents were sent on 17th. Received by CHC on September 19th.
File was reviewed again on 25th. Eligibility notes: ******recommended waiver*****. Relationship appears to be genuine. Documents reviewed. appear satisfactory. Recommended waiver file forward to officer.

Also irrespective of what being said it does seem that initial review is done on files in order they are received. Once the initial review is done then all bets are off as each case is different. Comparing yours application and review dates with mine; and other recent visas issued, it does look like they moved to April files around Sept 15 or so. (again it means initial review only)
