I may be wrong, but this is my theory about faster processing.
I've been watching this site http://www.workingincanada.gc.ca/ since couple of weeks now. It lists jobs and outlook for jobs at various locations in Canada.
Your application may be processed faster if your intended occupation at your intended location of employment (as entered on the IMM008 generic form) is in demand i.e there is a large number of occupations available at that area + outlook for that job is fair or good.
Few of my friends from work have applied earlier than me, all with NOC 2171 and location as Toronto. None of us have heard from Ottawa. I've a friend who moved to Regina Saskatchewan, who applied in October 2012 and got PR in July 2013.
Anyways, this week I dont see much happening at Ottawa. Hardly few MRs. I got a reply from Ottawa last night that my application is still in queue for review by an officer ! I feel NN05116 is my visa officer as all mails have this ID in the signature with Good Day greeting at the beginning.
I hope we all get some positive news before Christmas.

All speculation. The processing time is somewhat arbitrary for every application. For instance, several people from March have already received their medical requests. Many from November, December of last year are still waiting. Hopefully, though, you will hear soon.
