I think this difference in treatment is completely unacceptable. But that's just my opinion...
To start with, becoming a permanent resident of Canada is a privilege and not a right. To imply that something is completely unacceptable in itself is insensitive to those who have waited longer than you and those who have benefited from this program. Further more, "completely" is a strong word, implying that a difference in treatment is "absolutely" unacceptable. Now we know that nothing in life is absolute but assuming you want to hold your ground and say it's unfair, what information do you have to prove it, a forum? I doubt you have the resources to prove or justify your claims. Don't carried away by a forum, while it's very useful, you have to be careful how you interpret information here compared to the larger pool of data. Using me for example, I applied for my PR in June 2011 and completed the whole process in five and a half months, I was too excited to document that on any forum. On the other hand I know of people who got theirs in 3 months and didn't report it either and others who were too aggrieved to report a refusal.
Let's choose our words carefully, let's understand that every application is unique and most importantly remember that you are a January applicant and you are still well within the estimated processing times forecasted by CIC. Your time will come and you'll be celebrated when you are approved. Patience is a virtue most needed for this immigration process.
