Yes I read that. Since I had zero experience with CIC prior to this it seemed strange that they would first say to wait to be notified to pay the RPRF and then directly afterward suggest that you pay it up front. Under the fees schedule on the old "Liberal red" CIC website the RPRF fees are not listed. I found this confusing. So I opted to not pay it up front.
Luckily for us they requested payment at the same time they request my wife's remed so they received notification of the payment long before they received confirmation of the remed.
This is the reply I got this morning from our VO (Vienna)
They do not mention anything about delays though :(

Dear Mr. xxxxxxxxx,

If you wish you can pay teh RPRF now- or when you will be requested to do so at the end of the processing :: RPRF is to be paid the Case Processing Centre Mississauga.

I would just pay them and be done with it. My wife has finally been issued her visa but it took a barrage of emails from me to keep it going.
This process is so ridiculous. For the year that our applications were with CIC the amount of time to actually process it was just over 2 weeks.

If you wrote to CIC as many times as you complain about them in here I am not surprised it took so long!

I get a lot of the "you are married, you should be American now and he, Canadian" uhhhh nope don't work that way.

Another, about OHIP covering spouses right away. Sadly, you have to be a pr for three months.

The one that pissed me off was when someone (friend of my sister) said "well you're disabled, how can you marry a normal person then support him at all and sponsor him?" -.- My sister and I lost it on her.

That's a good myth as well. If you email your MP, Kenney etc that CIC then goes out of their way to further delay your application. There is nothing listed in my GCMS notes stating that the sponsor complains so we must further delay his application. I'm sure MP's and CIC love people believing that.

I actually agree with bagelbagel. As if they will put that in the GCMS notes hahahaha you have to be delusional to think they would even put that in writing. They would just get annoyed and pull your file and stick it under 20 of them. Easily. No paper trail.

Maybe it's coincidence, but any time Jeep Guy (or me, for that matter) emailed CEM or talked to our MP's, the reaction from the VO was instant. If the application was shoved under a bunch of other applications we wouldn't be seeing these instant results.

Much easier to just handle the immediate complaint. Gets the MP off your back and makes you look like a "problem-solver" to your boss. Doing as you say would be career-limiting.

Or do you believe that CJG and Steph are the only ones on the planet visiting their MPs? I called an opposition MP because mine was dragging his feet. The woman I spoke to said that over the past few years immigration issues are accounting for a larger and larger portion of their time (up to 80% in that riding). So are you trying to say VOs maintain secret "bury" lists for all these people?

I think, judging by the actions of the union, that the VO's also know the process is very messy. Their working conditions are crowded with applications and quite poor. They know as well as anyone that your group of paper could be lost below another. As they want better job conditions too, I think they would understand if we're frustrated with the process. Any complaints of service would just better prove their position of needing more funding.

In this last instance my bring forward date was not until June 6th. If they wanted to act punitively they could have waited until then to issue the visa. Instead they issued it within 8 hours of receiving my email. Those of us who have held the government to task have seen progress. Its that simple. As Scos says by acting swiftly to complaints they look good to everyone and they get one more guy like me off their case so they can dawdle on the applications of all the sheeple too afraid to demand the service they pay for.

If I had any influence over all the applicants waiting for results I would tell them that after 6 months order their GCMS notes and if there is no progress listed then begin to barrage their MP, Kenney and their respective embassy with emails. Even cc the MP's from the other parties.
We are a democracy and in a democracy the people instruct the government on how they are to be treated not the other way around.

I also visited my MP, so that's moot. What I'm annoyed with is CJG constantly b!tching about how long his application is taking, EVEN THOUGH, he's within the processing times. Suck it up buttercup. CJG is the delusional one. Thinks he should get special treatment from the VO. Uhh no. You are within the processing times. Get a grip. Some people have been waiting for YEARS. Whereas he has only been waiting for MONTHS. If he didn't want to wait this long, he could have went to her country.

My MP actually said if you e-mail too much THEY CAN AND WILL IGNORE YOU AND SHOVE YOUR FILE TO THE BOTTOM. And my MP is a complete moron, I went to my MPP, and he said the EXACT same thing.

It's not totally fair for you to say that - our partners are from a non visa exempt country. You can freely travel and wait out your time in Canada. You applied after Jeep Guy and got your visa in January it seems. Which is great! But it's a whole different ball game when your husband or wife can't even get a visitors visa and you are stuck in Canada working 2 jobs so that you can support her or him while they are stuck waiting. It's a huge drain, emotionally and financially. He's been waiting over a year. I've been apart from my man for 4 years and every day have woken up with the dread of that feeling. As you're probably sick of hearing, Jeep Guy didn't exactly have an easy ride of it since CIC lost half his documents to begin with. And what other venue do we have for speaking about our frustrations? I think it's okay to be angry.. there's other members that tend to drag everything into negativity but I stay away from those folks. What I see from him is frustration but it's not negativity because he has a constructive outlook to his anger. I guess I just don't understand why it bugs you so much, or why other people get bothered by it. Maybe I just have a thick skin.

Processing times? Gimme a break. Everything is supposed to have an expected service time. When we put our apps in it was 8 months. So no, we are NOT within our service times. The fact they keep extending them doesn't give them a right to put it off. And there is still the matter that the target time was SUPPOSED to be 6 months regardless of VO, and the current government is driving times away from the target time, not closer to it.

I haven't heard him asking for "special treatment". They keep telling everyone they process apps based on when they get them. They DON'T. And that is what he is complaining about (me too as my app is having the same problem). Everyone else is jumping ahead in line. They seem to have a problem keeping those large piles of applications in proper sequence.

Most cases that have been waiting years have been waiting like that due to actual ISSUES, NOT because parts of the app are lost or because it is simply unopened. Sure, those contribute to the time as well, but many will have red flags to address. I have seen my GCMS notes. No red flags. Just an expired med which they sat on for over 2 months (can't get the remed without the IMM1017 which they have to send).

As for what your MP and MPP said, that was very self-serving. They probably don't want you emailing them all the time. The MP I talked to said no such thing and further she said that inquiries is a simple matter and she couldn't understand why mine was "rationing" inquiries. If your MP buries your file you know what you do? Work hard next election to make sure he or she loses their seat! MPs who don't want to serve the needs of their constituents should not be in that job. Period! It is nice to know that you trust the word of your MP though, considering he is, as you say, a "complete moron".
