I will just explain to you what my husband and I did and hopefully it will help. First we just typed a short letter stating the following:
" your name xxxxxx
Your date of birth xxxxx
Your addressxxxx
File number xxxx
Your email address xxxxx
To CIC
Please find enclosed a prepaid waybill to be used for the purpose of sending the PGR Letter."
Bring this letter to the DHL office and request to send this letter along with a prepaid return waybill to the embassy. You will have to pay double the shipping as you have to pay to ship the item there and pay for another waybill to be included inside the envelope. Make sure you are clear that the first waybill is to send the item to the embassy but the second waybill is to be used to return a shippmet to you. Dhl will input your information into their computer and print the appropriate waybills. Make sure to tell them you want your file number typed beside your name on the waybill being used to send to document to the embassy. DHL provided us with the envelop for shipping the letter and the waybill.
Once the envelope arrives at the embassy they will then ship the PGR letter to you by using the waybill you provided. The embassy will attach the waybill to their own envelop.
You will have to do this process again once you receive your Passport Request.
Also there are some people on this forum who purchased a waybill online from FedEx. They then electronically attached the waybill to a case specific inquiry to the embassy. This is a less expensive option as you only need to pay for the shipping one way. I was my not computer literate enough to do this and I believe you also need a credit card number to do so.
