Nope. The cartilla liberada is only given to you after you go draw your white/black marble. Whether you have to serve in the military will depend on the marble you get. If you don't have to serve in the military due to getting the white/black marble (don't know which one's which) then they give you the cartilla liberada in that moment, if you have to serve the military, they give it to you after you finish your service.

I thought the liberated cartilla was needed for getting a mexican passport too?

Uh Oh!!! My husband drew the black marble (the bad one).. but hasn't done his service. So are we screwed if they ask for this?? :(

You dont need any military card to get a mexican passport anymore, you used to need, but not anymore.
my husband got his 5 years ago and he was never asked for any military card.

I don't know. I never went to draw my marble, and I'm not going to. I oppose the whole concept and there's no way that my government will force me to serve in the army just to be treated like dirt for a year by an uneducated dumbass. I rather renounce my citizenship.

i would hardly calling it serving IN THE ARMY, more like under the army. they even say "Although National Military Service does exist, conscripts are not integrated into army or navy units."

you and my husband would get along great haha!

Oh I thought they didn't have it when they were asked for. What happens if they ask for it from someone who doesn't have it?? My husband recently went to get a duplicate of his military papers, and they didn't even say anything to him about not having done his service. He's 31 now. So obviously it's not a big deal??

Even calling it "serving right next to the army's parking lot" is enough to make me vomit.

And of course we'd get along great! He has awesome sideburns that already got 3 haters and I'm growing a killer beard out of protest with CIC!" Perfect combo!

Btw I'm sorry if I'm offending anyone with the army comments, but I lived in TJ during its rough times and saw some atrocious things that they make innocent civilians do. Not all are like that ,but it's enough to tarnish their reputation in my mind.

Hahaha!! im gunna tell him you are both protesting cic with facial hair! lol im sure he will get a kick out of that.
but his sideburns are gone!!! the army made him shave them! (apparently they care about your hair but not your education... ) but dont you worry he will be growing them back and longer just to prove a point! ;)

My husband grew up in martinez de la torre, veracruz and he saw some pretty sad stuff with the army/navy aswell.
we noticed that over the past 5 years or so, things have gotten a bit better, but not alot. My husband likes the military just not mexicos, he wouldnt mind joining the canadian armed forces though. :)
